      组织经济学（Organizational Economics）Seminar由中国人民大学企业与组织研究中心（CFOS）主办。CFOS的宗旨是，利用现代经济学方法研究中国的企业、政府、市场和非营利组织的重大问题，推动企业理论、契约理论和制度经济学的研究与教学。                     时间：5月18日（周四）中午12:00-13:30          地点：人大明德主楼734室          主讲：尹振东（中央财经大学经济学院副教授）          主持：聂辉华（中国人民大学经济学院教授、国发院副院长）          主题：Collusion, Extortion, and the Government’s Organizational Structure                     摘要：This paper studies the government’s organizational structure with petty corruption. We investigate whether the government should centralize or separate the power of granting business permits if bureaucrats may engage in collusion or/and extortion. Centralization dominates when the bureaucrats engage in extortion only, while separation dominates when the bureaucrats could collude with unqualified firms. We also find that, given multiple bureaucrats, fragmenting the bureaucrats` responsibility in checking firms` production eligibility could be welfare decreasing. Our analyses draw some implications for anticorruption policies.                     主讲者简介：尹振东，中央财经大学经济学院副教授，2009年获得中国人民大学经济学博士学位，曾任教于山东大学经济学院。主要研究领域为组织经济学和新政治经济学，在《经济研究》等权威刊物上发表多篇论文。研究成果曾获得2012年山东省高校人文社科优秀成果奖一等奖和山东省第二十七次社会科学优秀成果二等奖，以及“2016年中国财政学论坛”优秀论文奖。                     关注CFOS微信公众号（CFOS-RUC）或网站http://CFOS.ruc.edu.cn，掌握最新资讯。
