An Overseas View of China’s New Electricity Reforms: Background, Direction, Likely Outcomes

报告摘要:     China’s electricity sector displays a surprising combination of growth, upgrading, and inefficiency. Technical indicators are excellent, but economic returns are weak. Improving efficiency will be difficult, as the sources of excess cost are deeply embedded in the industry’s structure and operational mechanism. Current reforms focus on three elements: regulating grid charges, encouraging direct transactions between generating companies and large end users, and injecting competition into retail electricity sales. Vigorous pursuit of these reforms seems likely to deliver sweeping and possibly unwelcome outcomes. Coal-fired thermal plants have considerable scope for cost reduction; success in reducing costs could power an increase in the share of electricity output from coal-fired thermal plants. China’s nuclear sector has scored significant breakthroughs in the international market, but the economic underpinnings of its domestic operations are in danger of collapsing.    作者简介:     Thomas G.
