      The Political Foundations of China`s Growth and Welfare Spending                     本次公共经济学研讨会邀请到英国曼彻斯特大学经济系王晓兵博士做学术演讲。                     时间：1月4日，星期三，10:00—11:30                     地点：中国人民大学明德主楼734会议室                     作者简介：              王晓兵博士是英国曼彻斯特大学经济学系助教授，毕业于伦敦经济学院和伦敦大学国王学院。主要研究领域包括1）长期宏观经济增长理论尤其是经济结构转型，政府与市场，及公共服务； 2）中国经济发展尤其是农村劳动力转移等。在曼彻斯特大学为高年级本科生及研究生开设有关中国经济，增长发展与经济变迁等课程，为工商管理硕士讲授比较优势与竞争优势等课程。 同时指导多名博士生。拥有丰富的媒体经验，经常应英国广播电视公司的电视新闻，世界报道，及中国媒体等之邀，评论有关世界经济及中国事务。                     讲座简介：              This paper develops a political economy model to study the growth and welfare implications of China’s political promotion mechanism. It shows that 1) regional competition and fiscal interactions among local areas would lead to a “race to the top” in the provision of productive public goods, and a “race to the bottom” in terms welfare spending; 2) the perceived political promotion system induces local officials to maximize growth by allocating more public fund to growth and less for welfare support; 3) the remarkable economic performance is achieved at the cost of the wellbeing of the poor; 4) China’s political selection mechanism may be growth-enhancing but may not be utility-maximizing.                                联系人：吕媛媛 62511058
