主题：布坎南公共选择理论对中国渐进式改革的启示

摘要：This study attempts to resolve a long-held puzzle that Buchanan’s theories cannot be applied to contemporary China’s reform practice. Based on Buchanan and Tullock’s classic The Calculus of Consent (1962), I construct a theoretical framework of collective choice-making that deems contemporary China’s incremental political reform as an evolving process of implicitly contractarian collective actions within and across the constitutional and institutional levels. I divide the population into two groups - "strong group-party members" and "weak group- common citizens.” It is concluded that public choice theory offers an alternative explanation to China’s incremental reform.

演讲者简介：张永璟，现任加拿大渥太华大学(University of Ottawa)公共与国际事务研究生院和经济学系助教授。获南京大学经济学学士和硕士、卡耐基梅隆大学政治经济学硕士、乔治梅森大学经济学博士，曾执教于美国瓦萨学院与中西州立大学。师从Gordon Tullock, Otto Davis, Charles Rowley等第一代与第二代公共选择经济学家，曾担任诺奖得主James Buchanan学术助理，致力于公共选择理论与中国改革开放实践的相互借鉴。在Public Choice, European Journal of Political Economy, China Economic Review 等国际匿名评审期刊发表学术论文多篇。
