主题：Patent subsidy and patent filing in China

摘要：This study examines the impacts of patent subsidy policies on patent filings in China. China had rapid growth in patenting in recent years and became the number one in patent filings in 2011.Using a difference-in-differences strategy we find that the number of invention patent filings from Zhangjiagang significantly increased, but the success rate of an average patent application from Zhangjiagang did not drop after the

policy change, compared to those from the other cities. We find that the policy is ineffective. The increase in patent applications may be due to patentees breaking up applications in response to the policy change to qualify for more rewards. These results suggest patent subsidies may be unnecessary in economically developed regions in China.

演讲者简介：孙震，加州大学伯克利分校农业经济系博士生，专业方向为经济政策。2007年毕业于清华大学土木工程系，同年进入伯克利土木系攻读交通工程博士，2010年转入农业经济系攻读博士。拥有伯克利土木，统计和农业经济三个方向的硕士学位。目前主要研究方向为：中国的专利政策对专利申请和企业创新的影响；企业的专利战略和专利行为（如专利诉讼）。研究结果在UC Davis、波士顿大学、国立首尔大学、经合组织巴黎总部等举办的多个会议上报告过，并受邀在美国专利局做过讲座。其他的研究领域包括福利经济学、交通经济学等，对中国转型和改革时期面临的社会经济问题有广泛的兴趣。
